Sanjur Brooks, DPS, M.S. is the Executive Director of the Human Research Protection Program, Office of the Vice President for Research, and Innovation for the Virginia Commonwealth University. In both roles, she leads and directs the operational standards for reviewing and approving institutional Review Board Applications, policy, and procedures and post-approval monitoring of the respective research portfolio.
Formally, she was the Chief of Ethics Policy for the National Center for Ethics in Health Care, the Department of Veteran Affairs, and Chief Research Ethics and Compliance Officer, GS 14, at the Air Force Medical Readiness Agency, Surgeon General Executive –Compliance Office (SGE-C). In that position, Dr. Brooks planned, directed, coordinated, organized, and managed research compliance oversight programs of the division designed to independently assess and report Air Force Research Institutions' human research protection programs’ readiness, efficiency, and effectiveness. Before joining SGE-C, Dr. Brooks held the position of Human Protection Administrator/Program Director for the Department of Research Programs at Walter Reed National Military Medical (WRNMMC). Before the appointment at WRNMMC, Dr. Brooks held a contract position with the Department of Health and Human Services, the Office for Human Research Protections (OHRP), Division of Policy and Assurances. At OHRP, she contributed to the development and release of the Notice of Proposed Rule Making for Title 45 CFR 46, also known as the “Common Rule”, reviewed and certified prisoner research certification requests, and approved Institutional Review Board registration applications, while assisting research institutions with their questions and concerns on policy and assurance issues. Preceding her tenure, contributions, and accomplishments at OHRP, she held a position as a Research Coordinator at Metro Health Hospital, Metro Health Research Institute. In that position, she managed the daily operations of several social sciences and biomedical research protocols.
Early in her career, Dr. Brooks held a position as a Research Associate at Case Western Reserve University, School of Medicine, Department of Bioethics working primarily on a National Institutes of Health’s Challenge Grant Project titled “Communities’ Voices”, which implemented a Community Based Participatory Research (CBPR) model to collect Cleveland residents’ attitudes and beliefs on the topics of health disparities and genetics.
Originally from Cleveland, OH, Dr. Brooks earned her Doctor of Professional Studies Degree in Bioethics from Albany Medical College. She also holds a Master of Arts Degree in Bioethics from Case Western Reserve University, School of Medicine, and a Bachelor of Arts Degree in Biomedical Humanities from Hiram College.
